What can I do when Excel doesn't want to open my file?

When opening a XML file Excel creates an additional logfile under Temporary Internet Files in the folder Content.MSO. This folder is not directly accessible because it is well hidden. To open it you have to enter the path in the address field of the Explorer. Similar to: C:\Users\matzberm\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.MSO\. The exact name depends on the installed windows version, but it is shown at the bottom of the error message together with the name of the logfile.

What can I do when OpenOffice doesn't want to open my file?

Beside the fact that OO 2.3.1 cannot open a xml file (known bug), OO on windows has problems when the file is not in DOS format with CR/LF at the end of a line. This might happen when the file in generated on UNIX and used by a windows client. Though transferring it by FTP usually should adjust the line delimiter (transfer in ASCII mode).
